More About Donna Costantino

Holding a Master in Business Administration (MBA) from Bryant University and a Bachelor of Fine Arts in Industrial Design from the Massachusetts College of Art, I bring a unique combination of business expertise, strategic leadership, and innovative problem-solving.

Over the course of a 34-year career in Rhode Island state government, I have led complex regulatory and operational initiatives at the Rhode Island Department of Health, and the Rhode Island State Building Code Commissioner's Office. These leadership roles have equipped me with the experience to navigate complex challenges, manage public resources with integrity and fiscal responsibility, and deliver practical, effective solutions that advance the best interests of the community.

I am a lifelong Rhode Islander, and I reside with my husband and son on a property (pictured) that has been in my husband's family since the early 1940s. Situated in the northwest quadrant of town, the property reflects generations of family history and a deep connection to this community.

Qualifications

Financial Management

Currently, I am responsible for managing the State Building Permit Levy Program, overseeing more than $3 million in annual collections from all 39 municipalities with a focus on accountability, transparency, and fiscal responsibility.

LEADERSHIP IN EDUCATION & PUBLIC SAFETY

As the Director of the State Building Code Academy, I oversee curriculum development, instructor recruitment, and professional certification programs for municipal building code officials and inspectors. The Academy's mission is to strengthen building safety, code compliance, and professional standards while expanding the pipeline of qualified candidates for municipal building departments through high-quality education, training, and workforce development.

GOVERNMENT MODERNIZATION & EFFICIENCY

In 2025, I led the successful implementation of Rhode Island’s legislatively mandated statewide electronic permitting system for statewide planning and zoning applications. Through effective project management, I brought together municipal planners, building industry representatives, land use attorneys, and state planning representatives, to streamline and standardize the permitting process across municipalities. This initiative was delivered on time and within budget while improving efficiency, transparency, and consistency in local land-use review.
